Yes, but it is made clear to the servants that the matter is in His hand (Glorified and Exalted is He). You must make supplication, and the matter is in Allah's hand. You cannot achieve victory; the matter is in Allah's hand. The servants must make supplication, and they must strive in the path of Allah, and they must prepare, and success is in Allah's hand (Glorified and Exalted is He). He grants victory to whom He wills, and He delays the opening at times, and hastens it at other times. He is the Wise, the All-Knowing (Glorified and Exalted is He).
