The Hanbalis say: In times of calamity, only the imam performs qunut; no one other than the imam or his deputy, such as the judges, performs it. They reasoned this by saying that the Messenger of Allah (peace and blessings be upon him) performed qunut in times of calamity, and it is not reported that the other mosques performed it.
