Question:
If a poor person specifically asks him for help and he is able to give, is it obligatory for him to give?

Answer:
Allah the Exalted (Exalted and Majestic is He) says:
And from their properties was [given] the right of the [needy] petitioner and the deprived.وَفِي أَمْوَالِهِمْ حَقٌّ لِلسَّائِلِ وَالْمَحْرُومِ
[Surat al-Dhariyat: 19]. The deprived poor person, and the one who asks you, may have a need that you do not know about. Give him, even if it is a little. This is what is prescribed:
And from their properties was [given] the right of the [needy] petitioner and the deprived.وَفِي أَمْوَالِهِمْ حَقٌّ لِلسَّائِلِ وَالْمَحْرُومِ
[Surat al-Dhariyat: 19]. Some said: "It is zakah." The closer view is that the verse is general, covering zakah and other forms of giving, unless you know that he is asking for too much and that Allah has made him self-sufficient. No, he should be advised and directed to the good, so that he may guard against begging, which harms him and angers Allah.
