The one who persists in sin falls under the saying of Allah the Exalted:
Have you seen the one who has taken his desire as his god?أَفَرَأَيْتَ مَنِ اتَّخَذَ إِلَهَهُ هَوَاهُ
[Al-Jathiyah: 23]?
From this angle—from the angle of following one's desires—there is no doubt that such a person, whose god is his desire, is a disbeliever and a sinner. The fornicator and the thief have followed their desires, and the backbiter and the talebearer have followed their desires. However, following one's desires is broader than shirk (associating partners with Allah). Every mushrik (one who associates partners with Allah) has followed his desires, but not every one who follows his desires is a mushrik committing major shirk. And who can escape following their desires in general? There is no power and no strength except with Allah.
