Answer:
The Sunnah is that one does not take new water; the Sunnah is that the ears follow the head. This is the best, so one does not need new water. It is reported that he took new water for his head, other than the leftover water from his hands. And although Ibn 'Umar took new water for the ears, the best is not to do so, unless his hands have dried out. If the water was little and his hands dried out, he takes new water for his ears, and there is no harm in that. But if the water is still in his hands and the moisture is present, he wipes them along with his head. This is the Sunnah.
