There is no harm in this. It is reported that he (peace and blessings be upon him) recited it in some of his prayers and repeated it in two rak'ahs, al-Zalzalah. However, it is generally better to lengthen the recitation in these prayers. Abu Bakr (may Allah be pleased with him) said: He used to recite in the Fajr prayer from sixty to one hundred verses.
It is better to lengthen the recitation in it; lengthen the first rak'ah and shorten the second. However, he would sometimes lighten it so that people would know that this is permissible and that this is permissible. He would mostly lengthen it, but sometimes he would lighten it and not lengthen it, so that people would know the permissibility of this and the permissibility of that.
Q: Is Surah al-Zalzalah recited in both rak'ahs?
