Answer:
The hadith is authentic, and it is not specific to him. He recited al-Zalzalah in Fajr on some nights in the two rak'ahs, so there is no harm in doing that. However, the better practice is what he was consistent in, which is lengthening the Fajr prayer somewhat, such as reciting from the longer surahs of the final part of the Qur'an, or the medium-length surahs of the final part. This is his known Sunnah. Perhaps he recited it rarely to indicate the permissibility.
