How is the hadith of the Prophet (peace and blessings be upon him) reciting Surat al-Zalzalah in the two rak'ahs of the Fajr prayer reconciled?

Machine translationRead the Arabic original
The Shaykh : Yes.

The questioner : Shaykh, may Allah bless you, we said earlier that the hadith
Ibn 'Umar reported: The Apostle of Allah (ﷺ) used to say prayer towards his camel. Ibn Numair said: The Apostle of Allah (ﷺ) said prayer towards the camel. أن النبي صلى الله عليه وسلم صلى بالزلزلة في ركعتين
Sahih Muslim 502b
occurred by coincidence, so it is not prescribed.

The Shaykh : Yes.

The questioner : Shaykh, may Allah bless you, I mean, if it were said to us that the Messenger (peace and blessings be upon him) sometimes performs a recommended practice and continues with it, and sometimes performs a recommended practice and does it only occasionally, like Surah al-Saffat and al-Ghashiyah, and al-Jumu'ah and al-Munafiqun, and performs a recommended practice rarely, why do we not follow him in this and say that it is recommended occasionally?

The Shaykh : No, we say: this is like when he recited other verses; recite with al-Zalzalah, al-'Adiyat, al-Qari'ah, as we said. But some, and this was transmitted because he repeated it twice.

The questioner : Shaykh, may Allah bless you, if we say that either the Prophet (peace and blessings be upon him) was forgetful, which is not possible in the reality of legislation, or he was mindful and did not point it out, do we do as he did?

The Shaykh : It does not appear to me, this is what appears to me, that it is said either he was forgetful, but the Messenger did not point this out, because it does not invalidate the prayer. And what supports the forgetfulness is that it is not his custom to repeat a surah in two rak'ahs. And if it is said: No, the original state is the absence of forgetfulness, then on this basis, it indicates the permissibility of repeating a surah in two rak'ahs, not that this specific surah is prescribed. Yes.
