Yes, you are not permitted to perform tayammum as long as the sea is near; perform wudu' from the sea. The Prophet (peace and blessings be upon him) said regarding it:Sunan Abi Dawud 83Sahih (Al-Albani), so the water of the sea is purifying, and praise be to Allah, even if it is salty; you are obligated to perform wudu' and ghusl for janabah with the water of the sea.
