A listener named Jamal Muhammad, a worker, asks and says: What is your opinion, Your Eminence, regarding eating the meat of horses known among the Arabs?
Answer: Horses are permissible; the Prophet (peace and blessings be upon him) permitted them and granted a dispensation regarding horse meat. Asma’ bint Abi Bakr (may Allah be pleased with them both) said:
We ritually slaughtered a horse in the time of the Prophet (peace and blessings be upon him), and we ate it while we were in Madinahنحرنا على عهد النبي ﷺ فرساً، فأكلناه ونحن في المدينة
It was narrated by the two Shaykhs in the two Sahihs.
So horses are permissible, but if they are needed for jihad, they are not slaughtered… they are not ritually slaughtered. And if they are not needed and are slaughtered, they are lawful, like gazelles, oryx, rabbits, and other beneficial game. As for donkeys and mules, no, they are not lawful; they are forbidden. Donkeys and mules… domestic donkeys and the well-known mules are forbidden; it is not permissible to eat them. As for the wild donkeys known as al-Wadhihi, there is nothing wrong with them; they are spotted donkeys with a strange pattern, so they are not like domestic donkeys but have a different form, color, and nature, so there is nothing wrong with them. As for domestic donkeys, they are forbidden; the well-known ones that people used to ride and use for plowing, and the sunnah is against them, these are well-known. People slaughtered them on the day of Khaybar, so the Prophet (peace and blessings be upon him) disapproved of them, overturned the pots, and clarified their prohibition, may peace and blessings be upon him.
And likewise, the well-known mules are not lawful to eat, but they are used; they are ridden and used for carrying loads, like donkeys. Yes.
