Q93: The questioner says: In our country, in some mosques and inside the enclosure, when water is unavailable, there are stones upon which people perform tayammum (dry ablution with clean earth), knowing that these stones have no dust on them. What are the conditions for tayammum?
A93: If there is something in the town with which to perform tayammum, because the town has water, and if there is no water in this mosque, there are other mosques that have water and tanks. You go to another mosque that has water, you perform wudu (the ablution for prayer) and pray. Likewise, those in charge of the mosque are not permitted to remain silent; rather, they must bring water to the mosque by any possible means. Because if water is available, it can be requested, and it is nearby, so it is obligatory to search for it and provide it. The scholars said: “It is obligatory for him to seek water in his dwelling, in its vicinity, and by asking for directions.” He must search for it and not be lax. As for the issue of performing tayammum on something that has no dust on it, such as stone, a wall, or the like, this is not permissible. It is not permissible except on something that has dust that sticks to the hand.
