The Ruling on One Who Curses Allah or the Religion

Our brother Hassan has a number of questions, among which is one that says: What is your opinion regarding a Muslim who curses the religion, and the Lord, may Allah protect us from that? Is it permissible to boycott him or fight him, and should he be reported to the competent authorities? Please guide us regarding this issue, may Allah reward you with good?
Answer: In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send blessings and peace upon the Messenger of Allah, upon his family and his Companions, and upon those who follow his guidance.
To proceed: The scholars have stated explicitly—in the chapter on the ruling of the apostate in the books of jurisprudence—all of them: that one who curses Allah, or curses the Messenger of Allah (peace and blessings be upon him), or curses the religion, has committed one of the nullifiers of Islam and becomes a disbeliever who has apostatized from Islam. Therefore, the one who curses the religion, or mocks it and ridicules it, or curses the Messenger (peace and blessings be upon him), or mocks him and disparages him, is a disbeliever by the consensus of the Muslims. It is obligatory to boycott him and cut off ties with him. It is obligatory for the state, if this is reported to it, to ask him to repent; if he repents, well and good, otherwise he is to be killed.
A group of scholars said: He is not asked to repent, but is killed absolutely, even if he displays repentance. They said: The one who curses Allah and the Messenger is not asked to repent because of the magnitude of the crime, may Allah protect us from that, and there is no power and no strength except with Allah. However, as long as his case has not been brought to the ruler, he is to be advised and directed to good, taught, and called to repentance. If he repents to Allah and turns back to Him, his case is not to be escalated, perhaps Allah will grant him the blessing of steadfastness and he will be saved from the evil of this affliction that occurred from him.
But if he persists in cursing and ridiculing, it is obligatory to report him to the authorities so that the limit of Allah is established against him. It is not permissible to be lenient with him; rather, his case is to be brought to the court or to the ruler of the land so that the ruling of Allah is executed against him , because his cursing of the religion causes much evil and great corruption. Therefore, one should not be lenient with him. But if he hastens to repent, reform, return to Allah, and feel remorse before his case is escalated, there is no blame in that, and Allah accepts the repentance of those who repent . Yes.
