The second question of Fatwa No. ( 3419 ):


Q2: I live in a house where a man resides who sometimes lets his beard grow and sometimes shaves it off, and he lies and disobeys his parents, and he insults this religion. The bottom line is: he displays a number of the signs of hypocrisy—may Allah protect us—and it happened that he insulted the religion to me in ten minutes: seven or eight times. So, should I greet someone like that with the salam when I hate him, and if he greets me with the salam, should I return it? Please advise us.
A2: Insulting the religion—may Allah protect us from that—is open disbelief by explicit text and scholarly consensus; because of the saying of the Exalted:
Is it Allah and His verses and His Messenger that you were mocking?" (66) Make no excuse; you have disbelieved after your belief.أَبِاللَّهِ وَآيَاتِهِ وَرَسُولِهِ كُنْتُمْ تَسْتَهْزِئُونَ (65) لاَ تَعْتَذِرُوا قَدْ كَفَرْتُمْ بَعْدَ إِيمَانِكُمْ
[At-Tawbah 9:65-66]
the verse, and what has come regarding its meaning. It is obligatory to advise him and to denounce this to him. If he responds, praise be to Allah; otherwise, it is not permissible to initiate the salam with one who insults the religion, nor to return it if he initiates it, nor to respond to his supplication. It is obligatory to boycott him completely until he repents or the ruling of Allah is executed against him by way of execution by the one in authority; because of the saying of the Prophet (peace and blessings be upon him):
Whoever changes his religion, execute him.من بدل دينه فاقتلوه

from the hadith of Ibn 'Abbas (may Allah be pleased with them both). There is no doubt that one who claims to be a Muslim, if he insults the religion, has changed his religion. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
