Question:
If a person dies at the age of sixteen, does Hajj and 'Umrah become obligatory upon him?

Answer:
Yes, if he reaches the age of fifteen, he becomes accountable, but Hajj is not obligatory upon him unless he has the ability, even if he is twenty years old, or sixty years old. He owes no Hajj or 'Umrah except with the ability, by the saying of Allah the Exalted:
And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a wayوَلِلَّهِ عَلَى النَّاسِ حِجُّ الْبَيْتِ مَنِ اسْتَطَاعَ إِلَيْهِ سَبِيلًا
[Al-Imran: 97]. So if he is poor and cannot afford it, he owes no Hajj, even if he is old. However, he is of the category of those who perform Hajj when he reaches maturity, but Hajj is not obligatory upon him unless he has the ability, nor is 'Umrah. ... If they had money with which they could afford it, otherwise they owe no Hajj until they have the ability. Yes.
