Question:
This questioner, Abu Abdullah, says: A group of brothers disagreed on this issue. If a person has a work assignment—for example—in Jeddah, to which he has been assigned, and he is bound by a limited number of days, and he intends while he is in Riyadh to say: "Once I am done with this task, I will perform 'Umrah," and then he completes the task he was assigned and enters the state of ihram from Jeddah, is he required to do anything?

Answer:
Yes, he is required to sacrifice an animal; because he intended to perform 'Umrah from the beginning, he is required to go to the miqat that he passed and enter the state of ihram from the miqat when he is finished with his work. If he enters the state of ihram—for example—from Jeddah and goes to Makkah, he is required to sacrifice an animal; because he left the miqat.
As for if he did not intend anything on the way or in his hometown, but rather the intention to enter the state of ihram occurred to him only when he finished his work in Jeddah, there is no harm in entering the state of ihram from Jeddah, due to his saying (peace and blessings be upon him):
And those living inside these Mawaqit can assume Ihram from the place where they start; even the people of Mecca can assume Ihram from Mecca.ومن كان دون ذلك فمهَله من حيث أنشأ، حتى أهل مكة من مكة
