Question:
A traveler stayed in Riyadh, intended to perform 'Umrah, and entered the state of ihram from Jeddah. What is the ruling in Islam?

Answer:
If one travels from Riyadh to Jeddah for 'Umrah, he must enter the state of ihram from the miqat; this is obligatory. When he reaches the miqat, or slightly before it, he should prepare for this at home, wearing the izār and the ridā'. It is permissible to apply perfume, or to apply perfume on the plane; all of this is permissible. However, entering the state of ihram means intending to enter the state of 'Umrah, or reciting the talbiyah. This is done when approaching the miqat, and at the miqat he recites the talbiyah and says: "O Allah, here I am for 'Umrah," and he intends it in his heart. This is what is prescribed, and this is what is obligatory. He should not delay until he reaches Jeddah; no. If he does so, and he did not enter the state of ihram except from Jeddah, while he came from Riyadh, or from somewhere else in the east, and passed the miqat without entering the state of ihram, then a sacrificial animal is required of him. Or if he came from Madinah and did not enter the state of ihram except from Jeddah, while he intended 'Umrah or Hajj, then a sacrificial animal is required of him.

Question : What if he came for work, intending to do a job, and wanted to take the opportunity to perform 'Umrah?

Answer: After his work? Is that not what he intends now?

Question: Yes?

Answer: If he intends to perform it after his work, there is no harm in that, if his work is in Jeddah and he intends to perform 'Umrah when he finishes his work; there is no harm. However, if he intends in Riyadh that he will perform 'Umrah, then he must enter the state of ihram from the miqat.

Question : But if he wants to go to Jeddah, and then enter the state of ihram from the miqat, is that permissible?

Answer: There is no harm in that... then he returns to the miqat.
