Answer:
It is obligatory for one who wants to join the congregation to enter the mosque and pray with the congregation inside the mosque. If there are rows of people outside, there is no harm in praying with them. However, praying alone outside is not allowed; rather, he should enter and form a row with the people. Even if we assume there are rows outside and rows inside, and he is able to enter, what is prescribed for him and what is better is to enter in order to complete the front rows. There is no harm in praying on top of Zamzam, on its roof; there is nothing wrong with it. Yes.
