A woman going out to the market to meet her needs is permissible and there is no blame on her, provided she goes out covered and modest, and there is no danger in the market or anyone who harasses women in the market. However, if there is a need for someone to accompany her, she goes out with her brother, her father, or a female companion, if that is safer and further from the risk of her being harmed in any way.
As for if the place is safe and there is nothing that obligates someone to accompany her, there is no blame in that. And if the need arises for someone to accompany her, she looks at who will accompany her such that the hardship or the harm she fears is removed with him. Yes.
