Question:
Is the distance, O honorable Shaykh, between Jeddah and Makkah a travel distance? And she must be accompanied by a mahram, as this questioner says: “I am going with my sister’s husband, my mother, and my sister to Makkah to perform 'Umrah. What is the ruling on that?” May Allah reward you with good.

Answer:
The distance between Jeddah, and between al-Ta’if and Makkah, is all considered travel. So she should not go except with a mahram, even if it is with her mother and her sister’s husband. Between Makkah and Jeddah, and between Makkah and al-Ta’if, is travel, and between Jeddah and al-Ta’if is travel.
So it is obligatory to be cautious about neglecting what the Prophet (peace and blessings be upon him) commanded and falling into what he forbade. He (peace and blessings be upon him) said:
A woman should not travel except with a mahramلا تسافر امرأة إلا مع ذي محرم
Musannaf Ibn Abi Shaybah 9:2565
So it is obligatory to comply, and to be cautious of what Allah has forbidden. Yes.
