Question:
If a person is not in a state of ablution, is it permissible for him to recite the Qur'an for memorization, or is ablution obligatory for him?

Answer:
Ablution is recommended for reciting the Qur'an if it is from memory. If one recites without ablution, there is no harm, provided he is not in a state of major ritual impurity. As for the one in a state of major ritual impurity, he does not recite until he performs the full ritual bath. However, if he is not in a state of major ritual impurity, he may recite the Qur'an from memory without a mushaf, even if he is not in a state of ritual purity. But if he intends to recite from the mushaf, he must perform ablution first; because of the saying of Allah, the Exalted:
None touch it except the purified.لا يَمَسُّهُ إِلَّا الْمُطَهَّرُونَ
[Al-Waqi'ah: 79], and the saying of the Prophet (peace and blessings be upon him):
no-one should touch the Qur'an unless he was pureلا يمس القرآن إلا طاهر
