Question:
I have a sister who is 14 years old and she is paralyzed with hemiplegia, and she has difficulty performing wudu' in all its aspects. Is it sufficient for her inability, given that she is also unable? Is it permissible for her to combine the Zuhr and 'Asr prayers due to the hardship of praying and standing to perform them in their proper times? I ask you, may Allah reward you, to clarify what is obligatory for her in this regard, regarding both wudu' and prayer?

Answer:
The paralyzed man and woman, and the sick man and woman, Allah has stated their ruling in His saying, Exalted is He:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[Surat al-Taghabun: 16]. There is no harm in combining the two prayers in the time of one of them. The form of this is: she delays the first prayer until the end of its time and brings forward the second prayer to the beginning of its time. All of this is permissible due to the legal excuse.
As for wudu', it is necessary to perform wudu'. If she is unable to do so, those around her, such as her mother or sister, should perform wudu' for her regarding the parts she is unable to do. She should not leave off the wudu'. It is permissible to assist in wudu', and there is no harm in her mother or sister or others assisting her.
