Question:
From 'Abd al-'Aziz ibn 'Abd Allah ibn Baz to the honorable brother S. D. 'A., the imam of the automatic combat engineering platoon belonging to the National Guard, stationed in al-Sharai', may Allah keep him safe.
Peace be upon you, and Allah’s mercy and blessings, and after that:
I refer to your letter, which reads as follows: Is it permissible for us to establish the Friday prayer in the camp where we are staying for the duration of our participation in Hajj, given that there are no mosques in this camp? How should the prayer be performed, since some of us shorten the prayer while others complete it? If one wishes to perform 'Umrah on behalf of his parents, who are alive and able, as an act of dutifulness and kindness, is that permissible? Is one 'Id sacrifice sufficient for a man and his family, including the mothers? Please issue a ruling, and may Allah reward you.

Answer:
I inform you that the Friday prayer is not obligatory upon you, and it is not valid for you to perform it individually; because you are not residents of the place. You must pray the midday prayer in full, not shortened. You may not combine prayers unless there is a mosque near you where the Friday prayer is established and you are able to perform the Friday prayer there, in which case the Friday prayer becomes obligatory upon you, following the rest of the people.
A Muslim may not perform Hajj or 'Umrah on behalf of another person unless he has already performed his own obligatory pilgrimage, and the person for whom Hajj or 'Umrah is being performed is dead or unable to perform Hajj or 'Umrah personally due to old age or an illness that is not expected to end.
One 'Id sacrifice is sufficient for a man and his family, and for a woman and her family, even if they are numerous; because the Prophet (peace and blessings be upon him) used to sacrifice one ram on behalf of himself and his family.
May Allah guide everyone to what brings Him pleasure and assist you in all good, and may peace and the mercy and blessings of Allah be upon you.
