This is disliked. The recommended practice is to fold them and place them on the chest, with the right hand over the left palm, wrist, and forearm. This is because it is established from the Prophet (peace and blessings be upon him) in the hadiths of Sahl ibn Sa'd, Wa'il ibn Hujr, and Halab al-Tai, which indicate this.
As for letting them hang down, there is no evidence for it; rather, it is contrary to the recommended practice. However, one should not be severe about it. Rather, what is prescribed is teaching the recommended practice with gentleness and wisdom.
