Answer: As for smoking, there is no doubt in its prohibition, and that it is among the impurities that Allah (Mighty and Majestic) has forbidden, because of the great harms in it that doctors have explained and its smokers have known. It is among the impurities that Allah has forbidden in His Book and on the tongue of His Prophet Muhammad (peace and blessings be upon him). Allah (Mighty and Majestic) said in Surat al-Ma'idah:
They ask you, [O Muhammad], what has been made lawful for them. Say, "Lawful for you are [all] good foodsيَسْأَلُونَكَ مَاذَا أُحِلَّ لَهُمْ قُلْ أُحِلَّ لَكُمُ الطَّيِّبَاتُ
[al-Ma'idah:4]. Thus, He (Glorified and Exalted is He) made it clear that He has only made lawful the good things. And Allah says to His Prophet:
Say, "Lawful for you are [all] good foodsقُلْ أُحِلَّ لَكُمُ الطَّيِّبَاتُ
[al-Ma'idah:4]. The Messenger (peace and blessings be upon him) is commanded to convey to the people that Allah has made lawful for them the good things, and He has not made lawful for them the impurities. The good things are the beneficial, nourishing things, all of which are beneficial, or their benefit is predominant and their harm is slight and submerged. These are what Allah has permitted from livestock, from good grains and fruits, from fruits, from good clothing, and so on. So Allah has only permitted the good things and has not permitted the impurities. And anything whose harm is predominant, or all of which is harm, is forbidden to consume, whether by eating, drinking, wearing, or the like. Smoking is of this category; it is all harm. And even if a benefit is attributed to it, it is not considered... submerged in the face of its many harms, according to those who know it, such as doctors and non-doctors. And Allah said in describing His Prophet Muhammad (peace and blessings be upon him):
makes lawful for them the good things and prohibits for them the evilوَيُحِلُّ لَهُمُ الطَّيِّبَاتِ وَيُحَرِّمُ عَلَيْهِمُ الْخَبَائِثَ
[al-A'raf:157]. So it is among the impurities without doubt. Some scholars hesitated regarding its prohibition, and some of them said it is disliked. But what the meticulous scholars who know it are upon is that it is forbidden, and that it is forbidden to sell it, forbidden to buy it, forbidden to trade in it, forbidden to smoke and consume it. All of that is forbidden. So trading in it is forbidden, and smoking it is forbidden. It is obligatory to beware of it, and it is obligatory for the people of Islam to beware of this impurity and to warn people against it. And it is obligatory for Islamic states to fight it, and to prevent its cultivation and its entry into their lands; because of the great harm in it to their people. And success is from Allah.
