Because the adhan informs about the dawn; it is the likely time of dawn, not a certainty of the dawn, but rather it informs about what he knew by the clock or the calendar. It is possible that the dawn has already come, and it is possible that it has not come. And Allah, Exalted and Majestic is He, only obligated abstention upon the confirmation of the dawn. The believer should be cautious and finish his suhur before the dawn, before the adhan, so that he does not fall into doubt. But if it happens that he ate a little with the adhan, or drank during the adhan, the apparent ruling is that there is no blame on him in that, if he did not know that the dawn had risen. Yes.
