Question:
Our brother asks about the same topic, saying: Is it permissible for one who has prayed the Fajr prayer in congregation in the mosque, meaning one hour and twenty minutes before the sunrise, to eat or drink, and this is in the month of Ramadan; because the white thread has not been distinguished from the black thread? We ask for a detailed answer with the evidence? May Allah reward you with good.

Answer:
He has no right to eat or drink; rather, he must abstain and fast. This is because it appears that the mu'adhdhins were careful to determine the time of the adhan and the appearance of the dawn. Then, he has already prayed. How can he pray and eat? The prayer is greater. If the dawn had not appeared, the prayer would not be valid, so how can he pray and then eat? It is obligatory to be careful regarding the prayer, because it is greater than fasting. The obligation of prayer is greater than the obligation of fasting. So, it is obligatory to be careful. If it becomes predominant in his mind that the time of Fajr has entered, he prays Fajr and refrains from eating and drinking. He has no right to eat and drink while he thinks the dawn has appeared and it is predominant in his mind that the dawn has appeared. And Allah says :
And eat and drink until the white thread of dawn becomes distinct to you from the black thread [of night]وَكُلُوا وَاشْرَبُوا حَتَّى يَتَبَيَّنَ لَكُمُ الْخَيْطُ الأَبْيَضُ مِنَ الْخَيْطِ الأَسْوَدِ مِنَ الْفَجْرِ
[Surat al-Baqarah: 187], and the meaning is: until you are certain of the appearance of the dawn.
So, as long as he has doubt, he has the right to eat and drink. But if he is in a place where the appearance of the dawn is not visible, such as cities with lights, he acts according to the accurate calendars, careful determination, and predominant suspicion. That is sufficient, and he refrains from eating and drinking.
As for if he is in the desert where nothing prevents him from seeing the dawn, he eats and drinks until he knows the dawn, until he knows the appearance of the dawn, as is the explicit text of the Noble Qur'an.
As for praying Fajr and then eating, this is a great error. He has no right to pray except after the appearance of the dawn. And when the dawn appears with certainty or with predominant suspicion, eating and drinking become forbidden, and the prayer becomes permissible. We ask Allah for guidance for everyone. Yes.
