Answer: Ruqyah is done with the Qur'an and with good supplications. This is the Ruqyah, with the hope that Allah accepts it and benefits through it. One blows with one's saliva upon the patient and recites Surat al-Fatihah, or some verses, or Ayat al-Kursi, or
Say, "He is Allah, [who is] One,قل هو الله أحد
[Al-Ikhlas 112:1]
and the two Mu'awwidhat. The entire Qur'an is a healing,
Say, "It is, for those who believe, a guidance and cure."قُلْ هُوَ لِلَّذِينَ آمَنُوا هُدًى وَشِفَاءٌ
[Surat al-Fussilat: 44].

One supplicates: "O Lord of mankind, remove the harm and heal, You are the Healer. There is no healing except Your healing, a healing that leaves no illness." And one says: "In the name of Allah, I perform Ruqyah on you from everything that harms you, from the evil of every soul or the evil eye of an envious person. May Allah heal you. In the name of Allah, I perform Ruqyah on you." This is the Shari'ah-compliant Ruqyah, with the hope that Allah benefits through it. One asks Him to accept it, to benefit through it, and to heal the patient. One must have faith that Allah is the Healer and that these are means. So, one asks Allah to heal the patient and recites over him, and hopes from Allah that He will benefit through his Ruqyah.
It is permissible to perform Ruqyah on two or three people in front of you. One blows on this one and that one and recites. There is no harm if one is able to do so. One can have two or three in front of him and blow on their chests, or on their hands, or on their heads, depending on the illness. There is no harm. It is not a condition. If there are two or three in front of him and he blows on this one and that one, there is no blame in it. We do not know of any blame in this. Yes.
