Question:
Is it a condition for Ruqyah al-Shar'iyyah that the one performing the ruqyah be in a state of ritual purity? And what is your comment regarding the Ruqyah al-Shar'iyyah in this time when there are many people who perform ruqyah, but they make claims in that regard?

Answer:
Ruqyah al-Shar'iyyah does not require ritual purity unless one is going to recite from the Qur'an, in which case he must be purified from major ritual impurity, meaning purity from the state of major ritual impurity. One does not recite anything from the Qur'an, neither in ruqyah nor in anything else, while he is in a state of major ritual impurity. As for Ruqyah al-Shar'iyyah, it is what meets the conditions: that it be from the Book of Allah, from the Sunnah of His Messenger (peace and blessings be upon him), or from the prescribed supplications. And that the one performing the ruqyah have a correct creed, not being an innovator, one who associates partners with Allah, a sorcerer, or a fortune-teller; his creed must be sound. Thirdly: that he believes that healing is from Allah, not from the ruqyah, and that the ruqyah is only one of the causes, if Allah wills it will benefit, and if He wills it will not benefit. And fourthly: that it be in understandable Arabic words, not in mumbling or in foreign words that are not understood; it must be in clear Arabic language.
