Allah cursed the Jews and the Christians that they took the graves of their prophets as mosquesلعن الله اليهود والنصارى اتخذوا قبور أنبيائهم مساجد

The curse was due to their taking mosques over graves. This indicates the prohibition of building over graves and that it is not permissible. Taking them as mosques is one of the causes of fitnah (trial, discord or temptation) regarding them; because when mosques are placed over them, people are led astray by them, and they may call upon them instead of Allah and seek aid from their occupants, leading to shirk (associating partners with Allah). In the hadith of Jundub ibn 'Abd Allah al-Bajali in Muslim's Sahih, the Prophet (peace and blessings be upon him) said:
Beware of those who preceded you and used to take the graves of their prophets and righteous men as places of worship, but you must not take graves as mosques; I forbid you to do that.ألا وإن من كان قبلكم كانوا يتخذون قبور أنبيائهم وصالحيهم مساجد، ألا فلا تتخذوا القبور مساجد، فإني أنهاكم عن ذلك

Therefore, the people of Islam should beware of this; indeed, it is obligatory for them to beware of it. In the hadith of Jabir in Muslim, the Prophet (peace and blessings be upon him) said:
He prohibited plastering graves, sitting on them, and building over themنهى عن تجصيص القبور وعن القعود عليها وعن البناء عليها
If a mosque or dome or the like is built over a grave, people exalt it and are led astray by it, and it becomes one of the causes of shirk with it, and calling upon the occupants of the graves instead of Allah (Mighty and Majestic). This is the reality in many countries and lands, where graves are exalted and mosques are built over them, and the ignorant people circumambulate them, call upon them, seek aid from their occupants, make vows to them, seek blessing from their graves, and rub against them. All of this occurred due to the causes of building over graves and taking mosques over them. This is from the ghuluw (exaggeration) that Allah has forbidden. The Prophet (peace and blessings be upon him) said:
beware of exaggeration in religious matters for those who came before you were doomed because of exaggeration in religious mattersإياكم والغلو في الدين، فإنما أهلك من كان قبلكم الغلو في الدين

And he said:
The excessively strict ones are ruined, the excessively strict ones are ruined, the excessively strict ones are ruinedهلك المتنطعون، هلك المتنطعون، هلك المتنطعون
meaning: the extremists who exaggerate.

And because building them—building mosques over graves—is from the means of shirk. Likewise, domes and other structures are all from the means of shirk, so they are not permissible. Rather, it is obligatory to remove and demolish them; because that is the requirement of the command of the Prophet (peace and blessings be upon him). It is a command of the one upon whom be peace and blessings that graves be visited for remembrance and admonition, and he prohibited building over them and taking mosques over them; because this makes them places of worship for those other than Allah, makes them gods, makes them idols worshipped other than Allah. So it is obligatory to obey his command regarding visiting, meaning it is prescribed for us to obey his command regarding visiting. Visiting graves is recommended (mustahabb). It is prescribed for us to visit them for remembrance and to supplicate for their occupants with forgiveness and mercy. But we do not build over them, neither mosques nor domes, nor other structures; because building over them is from the means of shirk and fitnah (trial, discord or temptation) regarding them. Yes.

If he is buried inside the mosque, he must be exhumed and moved to the cemetery, and it is not permissible for him to remain in the mosque at all. This is the obligation upon the people of Islam: not to bury in mosques. Meaning, no one has the right to be buried in a mosque.
