The question: Also, in her letter she says: What is the ruling on the obligatory prayers that were missed during the period I mentioned to you? Please inform us, may Allah guide you.
The answer: It is obligatory for her to pray; it is obligatory for the questioner that she always prays, because the prevention of water does not prevent prayer. If she has neglected some of the obligatory prayers, she must make them up, because if water is not available, the Muslim prays with tayammum (dry ablution with clean earth). He strikes the earth and wipes his face and hands with the intention of purification from minor and major states of ritual impurity, and he prays. He has no excuse for leaving off prayer due to the lack of water. Praise be to Allah, water has a substitute, and the substitute is tayammum, as He (Exalted and Majestic is He) said:
And if you are ill or on a journey or one of you comes from the place of relieving himself or you have contacted women and find no water, then seek clean earthوَإِنْ كُنتُمْ مَرْضَى أَوْ عَلَى سَفَرٍ أَوْ جَاءَ أَحَدٌ مِنْكُمْ مِنَ الْغَائِطِ أَوْ لامَسْتُمُ النِّسَاءَ فَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا صَعِيدًا طَيِّبًا
[Surat al-Nisa: 43].
So if a Muslim is unable to use water, he performs tayammum with clean earth and prays. This is what is obligatory for the sick person and the one who lacks water: he performs tayammum and prays what Allah has made obligatory upon him. If you, O questioner, have neglected any of the prayers, you must pray what you neglected. All the times you left off, you must make up all of them. Yes.
