Answer: Tayammum is a substitute for purification with water, and it is not permissible except for a legitimate excuse, such as being without water, or having a small amount of water that is insufficient for one’s needs and wudu’. In that case, one keeps the water for one’s needs and performs tayammum.
And the second case: If a person is unable to use water despite its presence due to an illness that prevents him from using water, or if using water is difficult for him in a state of illness, then he performs tayammum in this case;And that is because of His saying, the Exalted: [Al-Ma’idah: 6] , so the noble verse indicates that tayammum is not permissible except in two cases:
The first case: If a person is ill and unable to use water.
And the second case: If a person is traveling and does not have water to perform wudu’ or ghusl from janabah, or if he has a small amount of water that is not sufficient for his needs and purification, then in these two cases he resorts to tayammum.
As for one who performs tayammum without a legitimate excuse, if water is present and he is able to use it, then his tayammum is not valid, and his prayer is not valid; because he prayed without purification,And the Prophet (peace and blessings be upon him) said:Sunan Abi Dawud 60Sahih (Al-Albani) ; and because Allah (Glorified and Exalted is He) conditioned in this verse the precedence of purification with water for prayer in the manner He mentioned in this noble verse.
So these people whom you mentioned, who pray with tayammum constantly, as long as they do this without an excuse, their prayer is not valid for the entire duration. So the Muslim should fear Allah (Glorified and Exalted is He), and perform what Allah has made obligatory upon him in the prescribed manner.
