The letter before us, which we received from the listener, says: “Peace be upon you, and Allah’s mercy and blessings. After that: I am your sister in Islam (S. A. H.) from al-Qassim, Riyadh al-Khubar, and I follow your daily program, Light on the Path. After that: I thank the honorable scholars and shaykhs who answer religious and social questions. After that: I heard from your daily program a hadith of the Messenger of Allah (peace and blessings be upon him) that he cursed the one who tattoos and the one who gets tattooed. So I present this question to the honorable Shaykh Abdul Aziz, may Allah guide him. She says: When I was young and ignorant, I saw some of my friends tattooing themselves, so I tattooed myself, and I did not know that it was forbidden. I am confused, so I ask you to resolve this question, and whether I have to pay an expiation or not, knowing that the tattoo cannot be removed from the body now?”
Answer: You owe nothing, my sister, as long as you did it out of ignorance and while you were young, you owe nothing. But if an adult, sane, accountable woman did it, she must repent to Allah (Glorified and Exalted is He), and she owes nothing after that. As for the young girl who is not accountable and the ignorant woman who did not know, they owe nothing. As for tattooing, if it can be removed by a specific method known to doctors, there is nothing wrong with it; otherwise, there is no blame in that, and praise be to Allah. What is forbidden is that she does it intentionally while she is an adult, accountable woman, for it is not permissible for her; because the Messenger (peace and blessings be upon him) cursed the one who did that. As for the ignorant woman who has not reached puberty or who did not know the ruling, she owes nothing. Yes.

The Shaykh: No. Cursing them is wrong. Then, the sin is on the one who tattooed them while they were young; the sin is on their fathers and mothers if they knew. As for the young ones, they owe nothing. Yes.
