It is known that the scholar mentioned was consulted again regarding the answer, but he insisted on what he said and sees no harm in it.

This is not what is meant by tattooing. This is not tattooing. Tattooing is when one inserts a needle into the hand or face until blood comes out, and then inserts indigo or kohl into it. Other than that, this is called tattooing.
As for what you mentioned regarding the eyebrows, that is plucking the eyebrows. The Messenger of Allah (peace and blessings be upon him) cursed the one who plucks her eyebrows and the one who has them plucked. Plucking the eyebrows involves removing the eyebrows, so as far as we know from the Sunnah, plucking the eyebrows includes removing the eyebrow or part of it. All of it is forbidden, whether it is all of it or part of it. This is the apparent meaning of the hadith.

Question: And the hands and legs?

Answer: We know of nothing regarding it. We know of nothing regarding the hair of the hands and legs.
