The answer: It is obligatory for him to be truthful and not to offer an excuse except with the truth. If they grant him permission, praise be to Allah; otherwise, he should proceed with his work. As for lying, it is not permissible; rather, this is a wrong and an evasion of an obligation, so it is not permissible for him to do so for two reasons: First, it is a lie. Second, it is abandoning an obligation without an excuse, so it is not permissible for him to do so. Yes.
