In this case, he owes nothing. If he said, "If Allah wills, I will perform Hajj this year," and then Allah took his soul before that, he owes nothing, and his relatives owe nothing, provided he had already performed the obligatory Hajj.
However, if he had not performed the obligatory Hajj, and he was able to perform it during his lifetime, then they must take from his estate what is needed to perform Hajj on his behalf. But if he was poor, he owes nothing. Yes.
