This is because the Messenger of Allah (peace and blessings be upon him) stipulated that it must be grazing, meaning it must be grazing on its own, unless it is kept for sale for trade. In that case, he pays zakah on it, even if he feeds it. He pays zakah on it every year according to its value if it is for trade.
As for livestock kept for milk, offspring, and benefit from their milk and wool, not for sale, there is no zakah on them if they are on feed, meaning: if they are on feed for most of the time. Yes.
