The Recommendation to Hasten in Fulfilling a Vow

Question:
We move on to a message received by the program from the Hashemite Kingdom of Jordan. The sender of the message is the listener: Ahmad Muhammad al-'Alyani. He says: I made a vow, and I delayed fulfilling it for three years. Is there a sin in that?

Answer:
It is obligatory for you to hasten in fulfilling the vow. If a person makes a vow to obey Allah in it, he must hasten to fulfill it. Allah praised those who fulfill their vows, and He said in Surat al-Insan:
They [are those who] fulfill [their] vows and fear a Day whose evil will be widespread.يُوفُونَ بِالنَّذْرِ وَيَخَافُونَ يَوْمًا كَانَ شَرُّهُ مُسْتَطِيرًا
[al-Insan:7]. And the Prophet (peace and blessings be upon him) said:
Whoever vows to obey Allah, let him obey Him, and whoever vows to disobey Allah, let him not disobey Him.من نذر أن يطيع الله؛ فليطعه، ومن نذر أن يعصي الله؛ فلا يعصه

So it is obligatory for one who vows an act of obedience to hasten to do it. If he says, "It is upon me for Allah to give charity of one thousand riyals," or "It is upon me for Allah to pray two rak'ahs of the Dhuha prayer," or "It is upon me for Allah to fast on Monday, or Thursday, or three days of every month," he must hasten and fast as he vowed. However, making a vow is not recommended. The Messenger (peace and blessings be upon him) forbade making vows. He said:
Do not make vows, for a vow has no effect against fate; it is only from the miserly that it is a means by which something is extracted.لا تنذروا؛ فإن النذر لا يرد من قدر الله شيئًا، وإنما يستخرج به من البخيل

So making a vow is not recommended, but when it is an act of obedience, fulfilling it becomes obligatory, based on his saying (peace and blessings be upon him):
Whoever vows that he will be obedient to Allah, should remain obedient to Himمن نذر أن يطيع الله؛ فليطعه
Sahih al-Bukhari 6696

So the believer does not delay; if he makes a vow, he fulfills it and hastens. Likewise, if he vows to perform Hajj, he hastens to perform Hajj, or if he vows to perform 'Umrah, he hastens to perform 'Umrah. And likewise, if he vows to pray two, four, or six rak'ahs, he hastens to do so, offering the taslim after every two rak'ahs. This is the Sunnah. Yes.
