The Ruling on a Woman Praying in the Mosque

Question:
Our sister asks and says: Is it permissible for a woman to pray in the mosque during the blessed month of Ramadan, and is she allowed to use perfume and incense?

Answer:
She may pray with the people in the mosque, provided she takes care to cover herself and observe the hijab, stays away from the causes of fitnah (trial, discord or temptation), and does not use perfume or incense; because she walks through the streets, and fitnah (trial, discord or temptation) may result for her. The Prophet (peace and blessings be upon him) forbade the attendance at prayer of one who has perfumed herself. He forbade it, saying:
Whoever has touched perfume; let her not attend our prayerمن مست طيبًا؛ فلا تحضر معنا الصلاة
In the other wording:
Whoever (woman) fumigates herself with perfume should not join us in the 'Isha'أيما امرأة أصابت بخورًا؛ فلا تشهد معنا العشاء

Thus he (peace and blessings be upon him) said.
The point is: if she wants to go out to pray with the people, she is not allowed to use perfume or incense. In addition, she must take care to cover herself and observe the hijab, and she must go out in attire that does not cause fitnah (trial, discord or temptation) for people, as in the hadith:
And let them go out disheveledوليخرجن تفلات
meaning: not perfumed, and there is no adornment that causes fitnah (trial, discord or temptation) for people. Otherwise, her home is better for her. Her home is better for her, and better, yes.
