This is an invalid saying with no basis. It is permissible to conclude the marriage contract at any time, in Shawwal, Dhul-Qa'dah, Dhul-Hijjah, Muharram, Safar, and the rest of the year. This bad suspicion is not permissible.
So the conclusion is: the saying that one does not contract marriage between the two festivals, or in Safar, or on a Wednesday, or such things, is all invalid. Allah has made this spacious, and praise be to Allah. The one who is successful is the one whom Allah guides, whether the contract is made in Shawwal, or in Safar, or in any other time. Yes.
