This issue is a matter of scholarly disagreement among the scholars: whether one combines the Zuhr and 'Asr prayers in the rain and slippery conditions, or not? There are two opinions, and the correct one is that there is no harm in it, just as with the Maghrib and 'Isha' prayers; so there is no harm in the imam combining the Zuhr and 'Asr prayers with the people because of the rain that harms them, or the slippery conditions in the markets, or the slipping in the markets; because Allah (Exalted and Majestic is He) says: [al-Baqarah:185] and He says, Exalted is He: [al-Hajj:78] And the Prophet (peace and blessings be upon him) said: "He combined [prayers] in Madinah without fear or rain," and in another narration: "without fear or travel."
This indicates that rain is one of the things that permits combining [prayers], and likewise its effects, such as the slippery conditions in the markets, and the mud in the markets that harms the worshippers, is also a valid legal excuse. Yes.
