From the Arab Republic of Egypt, the listener: Muhammad al-Imam Abd al-Razzaq al-Shaykh, sent a question asking about the ruling on sending blessings upon the Prophet (peace and blessings be upon him) after the adhan?

Answer:
Sending blessings upon the Prophet (peace and blessings be upon him) after the adhan is a recommended practice (sunnah). The Prophet (peace and blessings be upon him) said, when they said to him:
When you hear the mu’adhdhin repeat what he says, then invoke a blessing on me, for everyone who invokes one blessing on me will receive ten blessings from God. Then ask God to give me the wasila , which is a rank in paradise fitting for only one of God’s servants, and I hope that I may be the one. If anyone asks that I be given the wasila , he will be assured of my intercession.يا رسول الله! إن المؤذنين يفضلوننا قال: إذا سمعتم المؤذن فقولوا مثلما يقول، ثم صلوا علي فإنه من صلى علي صلاة؛ صلى الله عليه بها عشرًا، ثم سلوا الله لي الوسيلة، فإنها منزلة في الجنة، لا تنبغي إلا لعبد من عباد الله، فأرجو أن أكون أنا هو، فمن سأل لي الوسيلة؛ حلت له الشفاعة

-peace and blessings be upon him- It was narrated by Muslim in the Sahih.
And in the Sahih of al-Bukhari -may Allah have mercy on him- from Jabir ibn Abdullah al-Ansari -may Allah be pleased with them both- from the Prophet (peace and blessings be upon him) that he said:
Whoever after listening to the Adhan says, 'Allahumma Rabba hadhihi-dda` watit-tammah, was-salatil qa'imah, ati Muhammadan al-wasilata wal-fadilah, wa b`ath-hu maqaman mahmudan-il-ladhi wa`adtahu' [O Allah! Lord of this perfect call (perfect by not ascribing partners to You) and of the regular prayer which is going to be established, give Muhammad the right of intercession and illustriousness, and resurrect him to the best and the highest place in Paradise that You promised him (of)], then my intercession for him will be allowed on the Day of Resurrectionمن قال حين يسمع النداء: اللهم رب هذه الدعوة التامة، والصلاة القائمة، آت محمدًا الوسيلة والفضيلة، وابعثه مقامًا محمودًا الذي وعدته؛ حلت له شفاعتي يوم القيامة
Sahih al-Bukhari 614
And this is a great virtue. Al-Bayhaqi added with a sound chain:
You do not break Your promiseإنك لا تخلف الميعاد
Muwatta Malik 20:132

Indeed, Allah confers blessing upon the Prophet, and His angels [ask Him to do so]. O you who have believed, ask [Allah to confer] blessing upon him and ask [Allah to grant him] peace.إِنَّ اللَّهَ وَمَلائِكَتَهُ يُصَلُّونَ عَلَى النَّبِيِّ يَا أَيُّهَا الَّذِينَ آمَنُوا صَلُّوا عَلَيْهِ وَسَلِّمُوا تَسْلِيمًا
[Al-Ahzab: 56] And he (peace and blessings be upon him) said:
Similar to 644 except it has "Shame on" rather than "Wretched is;"رغم أنف امرئ ذكرت عنده فلم يصل علي

(peace and blessings be upon him). And one sends blessings upon him at the end of the prayer, after the first tashahhud, and after the final tashahhud. It is said:
Say: O Allah! Send Your Mercy on Muhammad and on the family of Muhammad, as You sent Your Mercy on Abraham and on the family of Abraham, for You are the Most Praise-worthy, the Most Glorious. O Allah! Send Your Blessings on Muhammad and the family of Muhammad, as You sent your Blessings on Abraham and on the family of Abraham, for You are the Most Praise-worthy, the Most Glorious.اللهم صل على محمد وعلى آل محمد، كما صليت على إبراهيم، وعلى آل إبراهيم، إنك حميد مجيد، اللهم بارك على محمد، وعلى آل محمد، كما باركت على إبراهيم، وعلى آل إبراهيم، إنك حميد مجيد
Sahih al-Bukhari 3370
in the final tashahhud. A group of scholars made this obligatory, and some of them said that it is a pillar. As for in the first tashahhud, it is recommended only, according to the correct view, as a recommendation, then one stands for the third rak'ah.
So the point is: that sending blessings upon the Prophet (peace and blessings be upon him) is a prescribed act of worship, after the adhan, and in the first tashahhud, and in the final tashahhud, and when he is mentioned -peace and blessings be upon him- and at all times. Yes.
