Both are permissible, and the best is to say:

If he says: (Peace be upon the Prophet and the mercy of Allah and His blessings), it is valid, this is narrated from Ibn Mas'ud (may Allah be pleased with him) but the first one is what should be done; because it is what came from the Prophet (peace and blessings be upon him) and he taught it to his Companions,

meaning: safety from Allah for you, and mercy from Allah for you and blessing, and he is not asking the Messenger (peace and blessings be upon him) for safety but rather supplicating for him with safety, supplicating for him with mercy and blessing, so his saying: (O Prophet) is not a supplication to him (O Prophet) its meaning is that I am asking the Prophet for something, but rather its meaning is: I single you out, O Prophet, with this supplication (Peace be upon you, O Prophet) meaning: I single you out, O Prophet, with this supplication of safety, mercy, and blessing, yes.
