As for pure black, it is not permissible, neither for men nor for women.
As for red on the lip, we do not know of anything [prohibiting it], such as using derm to redden her lip, or powder, or something else for the sake of beauty among women, or with the husband, provided she covers herself from the non-mahram and observes hijab. This is permissible, yes.
