Question:
He says: Is it permissible to pray witr in congregation?

Answer:
If it is convenient, there is no harm, but not as a regular practice. If it is convenient, he visits them, and they pray witr in congregation, or he visits them, there is no harm. Salman (may Allah be pleased with him) visited Abu al-Darda (may Allah be pleased with him) on some nights, and they prayed in congregation. The Prophet (peace and blessings be upon him) visited the house of 'Utbah ibn Malik on some days, and they prayed in congregation. He also visited the home of Anas ibn Malik’s grandmother, and they prayed in congregation.
So if it is due to an incidental matter during visits, there is no harm, or if they gather and see that they should pray two rak'ahs, there is no harm. But making this a regular practice; this is not prescribed except in Ramadan.. except for the standing prayer of Ramadan. Yes..
