Is it permissible to pray the witr prayer in congregation other than in the month of Ramadan, such as a group of people who are traveling, and the time for witr arrives, so they pray witr in congregation, even if only once, without making it a regular practice or agreeing to do it every year?
There is nothing wrong with a person praying a voluntary prayer in congregation on some occasions; because this is established from the Prophet (peace and blessings be upon him), for Ibn Abbas (may Allah be pleased with him) prayed with him, and Abdullah ibn Masud prayed with him, and Hudhayfah ibn al-Yaman prayed with him. All of this is reported in the Sunnah. So if they do this and do not make it a regular, fixed practice, there is nothing wrong with it.
