Question:
It seems appropriate, Your Eminence, that you kindly mention the conditions that a Muslim must observe if he wishes to wipe over the leather socks or the socks.

Answer:
Yes, first: ritual purity is required; one must put them on while in a state of ritual purity, as the Prophet (peace and blessings be upon him) said when al-Mughirah wanted to remove his leather socks:
He ordered me to leave them as he had put them after performing ablutionدعهما فإني أدخلتهما طاهرتين
Sahih al-Bukhari 206
. So if one intends to wipe, he should put them on while in a state of ritual purity, whether he is a man or a woman, a traveler or a resident.
Second: they must be covering; the leather socks or the socks must be covering and thick. Minor tears are permissible according to the correct opinion, if the tears are minor by custom, they are excused according to the correct opinion.
And the third: that the wiping be within the specified time, one day and one night for the resident, and three days and their nights for the traveler; he does not wipe for more than that.
So if these conditions are met, the believer wipes over the leather socks and the socks, and the woman does so as well. Yes.
