In the first question, he says: May the Shaykh (may Allah preserve him) rule on the following: Is it permissible to plaster a grave, or to build over it with red brick or cement, if the ground is soft or damp? This is common in our country.

Plastering graves is not permissible, and building over them is not permissible; because the Messenger of Allah (peace and blessings be upon him) forbade it. He forbade plastering them and building over them. It is also not permissible to turn them into mosques, because that is a means to shirk (associating partners with Allah). However, if the ground is poor and not cohesive, there is no harm in securing it with something that holds it together, such as boards, wood, or stone, to stabilize the ground so that the deceased can be placed in it.
