Question:
May Allah reward you, O honorable Shaykh. Is the issue of building on graves a matter of scholarly disagreement?

Answer:
No, it is not permissible to build on graves; because this is a means to shirk (associating partners with Allah), and it is obligatory to demolish the structures built on graves, and to raise the grave from the ground by only one shibr (a hand's span), not to leave it elevated, in accordance with his saying (peace and blessings be upon him): "Do not leave a raised grave except that you level it"; meaning, lower it to the ground; because this is a means to shirk, so nothing is built on graves. They call them shrines, and they are houses of shirk, may Allah protect us from that. Nothing is built on graves. The graves of the Companions, the best of creation after the prophets, are exposed in al-Baqi'. They are buried in al-Baqi' during the time of the Messenger of Allah (peace and blessings be upon him), the Companions of the Messenger of Allah, the best of generations.
