Answer:
Reciting al-Fatihah is a pillar in every rak'ah for the imam and the one praying alone, and it is obligatory for the ma'mum in every rak'ah; because of his saying (peace and blessings be upon him):
There is no Salat for the one who does not recite Fatihatil-Kitab.لا صلاة لمن لم يقرأ بفاتحة الكتاب

So the imam must recite it in every rak'ah, the one praying alone must recite it in every rak'ah, and the ma'mum must recite it in every rak'ah.
But for the ma'mum, it is obligatory, and if he forgets it, it is dropped, unlike the imam and the one praying alone, for whom it is necessary; it is not dropped, neither due to ignorance nor forgetfulness, but he must perform it—the imam and the one praying alone—in every rak'ah.
As for the ma'mum, if he misses standing with the imam and does not catch up until the imam is bowing, the rak'ah suffices for him, and the imam carries it for him. Likewise, if he forgets it with the imam, or is ignorant of it with the imam, the imam carries it for him. However, he must not intentionally leave it out; it is not permissible for the ma'mum to intentionally omit it, but he must recite it. Yes.
