Question:
The listener is Khalid Ibrahim from Makkah al-Mukarramah. He sent a message containing several questions. In one of them, he says: We ask Your Eminence to explain the saying of Allah the Exalted:
And there is none of you except he will come to it. This is upon your Lord an inevitability decreed.وَإِنْ مِنْكُمْ إِلَّا وَارِدُهَا كَانَ عَلَى رَبِّكَ حَتْمًا مَقْضِيًّا
[Maryam:71], because some people misunderstand it. They believe that all people will enter the Fire, and that all of them will be reckoned for their deeds. If Allah wills, He will bring out whom He wills, and He will leave whom He wills. May Allah reward you with good.

Answer:
The Prophet (peace and blessings be upon him) explained this noble verse. He said: :
And there is none of you except he will come to itوَإِنْ مِنْكُمْ إِلَّا وَارِدُهَا
[Maryam:71], meaning: the Fire.
This is upon your Lord an inevitability decreed.كَانَ عَلَى رَبِّكَ حَتْمًا مَقْضِيًّا
[Maryam:71]
Then We will save those who feared Allah and leave the wrongdoers within it, on their knees.ثُمَّ نُنَجِّي الَّذِينَ اتَّقَوْا وَنَذَرُ الظَّالِمِينَ فِيهَا جِثِيًّا
[Maryam:72]. The Prophet (peace and blessings be upon him) explained that "passing over" (al-wurud) means passing by and being presented to it. This is what "passing over" means: the Muslims pass by it on their way to Paradise, and it does not harm them. Some pass by it like the flash of an eye, some like lightning, some like the wind, and some like the best of horses and riders, their deeds carrying them along. They do not enter the Fire. The believer does not enter the Fire; rather, he passes by it in a manner that does not harm him.
The Sirat is a bridge over the back of Hell. People pass over it, and some people may fall because of the severity of their sins and the multitude of their sins. They are punished according to their sins, then Allah brings them out of the Fire if they were monotheists and believers. As for the disbelievers, they do not pass over it; rather, they are driven into the Fire and gathered for it. We seek refuge in Allah from that.
But some of the sinners whom Allah does not pardon may fall into the Fire because of the sins with which they died without repenting, such as unlawful sexual intercourse, drinking intoxicants, undutifulness to parents, consuming usury or interest, and the like of these major sins. Their case is subject to the will of Allah, as Allah the Sublime said:
Indeed, Allah does not forgive association with Him, but He forgives what is less than that for whom He willsإِنَّ اللَّهَ لا يَغْفِرُ أَنْ يُشْرَكَ بِهِ وَيَغْفِرُ مَا دُونَ ذَلِكَ لِمَنْ يَشَاءُ
[An-Nisa:48].
He, the Sublime, does not forgive shirk (associating partners with Allah) for one who dies upon it, but He forgives sins less than that for whom He wills. Some of the people of sins are not forgiven; they enter the Fire, as the hadiths from the Messenger of Allah (may Allah’s prayer and peace be upon him) have been transmitted in a mass-transmitted manner. It is authentic from the Messenger of Allah (peace and blessings be upon him) in many hadiths that some of the sinners enter the Fire and remain in it for as long as Allah wills. Their stay may be prolonged due to the multitude of sins from which they did not repent, or it may be short.
The Prophet (peace and blessings be upon him) intercedes for the sinners on several occasions. Allah sets a limit for him, and he brings them out of the Fire as a favor from Him upon them, because they died upon tawhid (the oneness of Allah) and Islam, but they had sins from which they did not repent. Likewise, the angels intercede, the believers intercede, and the prophets intercede. Some people remain in the Fire among the sinners who are not brought out by intercession. Then Allah (Exalted and Majestic is He) brings them out of the Fire as a favor from Him , bringing them out by His grace because they died upon tawhid, they died upon Islam, but they had sins with which they died without repenting. So they were punished for them, and then after the duration that Allah decreed for them, and after their purification by the Fire, Allah brings them out of the Fire into Paradise as a favor from Him .
And by what we have mentioned, the meaning of "passing over" becomes clear, and that His saying, the Sublime:
And there is none of you except he will come to itوَإِنْ مِنْكُمْ إِلَّا وَارِدُهَا
[Maryam:71], means merely passing by for the people of faith, and that some of the sinners may fall into the Fire. Therefore, in the hadith:
So some were saved, and some were cast into the Fireفناج مسلم، ومكدس في النار
So the sound believer is saved, and some of the sinners are likewise, and some of the sinners may fall and drop. Yes.
